Policy on the Use of Prohibited Substances and Alcoholic Beverages

The Durrës Port Authority is committed to ensuring the health, safety, and well-being of its employees, contractors, and community.

As an institution operating in an environment with high safety standards, the DPA recognises its responsibility to provide a safe, healthy, and productive workplace, where every employee is able to perform their duties without external influences.

Purpose of the Policy

This policy aims to:

  • promote health and safety in the workplace;
  • minimise risks related to the use of prohibited substances and alcoholic beverages;
  • ensure employees are fit for duty at all times;
  • emphasise expectations of professional conduct both inside and outside the workplace;
  • clarify the disciplinary consequences resulting from violations of this policy.

This policy supports the DPA’s Occupational Health and Safety Policy and Environmental Policy, contributing to a responsible and sustainable safety culture.


Zero-Tolerance Principle

The DPA applies a zero-tolerance policy regarding the use of prohibited substances and alcoholic beverages in any work-related situation.

It is strictly prohibited to:

  • consume or be under the influence of prohibited substances or alcohol;
  • possess, distribute, offer, or sell such substances within DPA premises;
  • be unfit for duty as a result of their use..

These prohibitions apply to all employees and contractors during:

  • working hours;
  • operation of APD vehicles and equipment;
  • participation in DPA-sponsored or representative events;
  • any activity representing the institution in business relations.

Responsibility and Enforcement

Each DPA employee and collaborator must report to work fully fit for duty and maintain this condition throughout working hours.

Violations of this policy will be addressed through disciplinary measures, including termination of employment or cooperation, in accordance with occupational health and safety legislation and the Criminal Code of the Republic of Albania.
