Legal Basis

This document is based on the applicable legislation of the Republic of Albania and the relevant international acts, as follows:

Maritime and port legislation

  • Law No. 9251, dated 08.07.2004 – Maritime Code of the Republic of Albania
  • Law No. 9130, dated 08.09.2003 – On the Port Authority

Commercial and licensing legislation

  • Law No. 9901, dated 14.04.2008 – On Entrepreneurs and Commercial Companies, as amended
  • Law No. 10 081, dated 23.02.2009 – On Licences, Authorisations and Permits in the Republic of Albania

Safety, environment and public health

  • Law No. 168/2013 – On Safety on Board Ships and in Ports
  • Law No. 10431, dated 09.06.2011 – On Environmental Protection
  • Law No. 15/2016 – On the Prevention and Control of Infections and Infectious Diseases

Conventions and secondary legislation

  • Law No. 9428, dated 13.10.2005 on the accession of the Republic of Albania to the Convention on the Facilitation of International Maritime Traffic (London, 09.04.1965)
  • Instruction No. 2565, dated 23.05.2016, on the conditions and procedures for licensing port services
  • Instruction No. 883, dated 21.12.2018, on licensing national and international maritime transport for vehicles and/or passengers

Purpose

This document aims to implement an integrated and sustainable development strategy in the field of port operations through:

  • improving port infrastructure and facilities;
  • modernising operational equipment and technology;
  • strengthening financial and human resources, as well as providing effective institutional support, with the aim of:

increasing operational efficiency and safety; enhancing commercial orientation and competitiveness; facilitating and accelerating operational processes at the Port of Durrës.
