ONE AUTHORITY – TWO PORTS
By Decision of the Council of Ministers dated 08.05.2024, the Durrës Port Authority operates under a new statute, which aims to:
- implement the Albanian Government’s strategy for the development and modernisation of port infrastructure and maritime transport;
- establish a single Port Authority for both existing ports in Durrës and Porto Romano, granting the Durrës Port Authority the necessary competencies to represent state interests in the development of both ports;
- strengthen the role of the state as the owner of port infrastructure across the entire port complex in Durrës and Porto Romano and as the regulator of economic activity, while assigning terminal operations to private operators, from which the Port Authority generates revenue through port tariffs.
Through this statute, the DPA is assigned the role of becoming an enforcement and development instrument within the Blue Economy, by:
A Change in the Economic Model
The statute transforms the DPA from a cargo handling company into a state property development entity. This public property is not transferred, but placed at the service of logistics activity, with the goal of making Albania more attractive to international companies that create added economic value within port areas. This approach is expected to increase DPA revenues.
Infrastructure Modernisation and Supply Chain Strengthening as a Core Mandate
The statute assigns the DPA the responsibility to coordinate the development of port infrastructure in Durrës through two specialised ports:
- a tourism port, and
- a cargo port, serving as the entry gateway of Corridor VIII and supply chains in Southeast Europe.
