Rehabilitation / Reconstruction of Quays No. 7 & 8

Contract: Repairs to quay wall at Quays 7&8 Port of Durrës

This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices updates the latest of which was published with reference5757-GPN-35862on 10 June 2008 and 7998-GPN-35862, published on the Bank’s website on 16 Sept. 2015.

The Albanian Ministry of Transport and Infrastructure, Project Implementation Unit, hereinafterreferred to as “the Employer”, intends using part of the proceeds of loans from the European Bank for Reconstruction and Development and the European Investment Bank (the Banks) towards the cost of Rehabilitation / Reconstruction of Quays No. 7 & 8, and in particular to commission repair works(hereinafter “the Works”) to the quay wall structure at Quays 7 & 8, in the Port of Durrës, Albania.

The Employer now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the loan:

Repairs to quay wall at Quays 7 & 8, Port of Durrës

comprising:

  • Underwater repair works to damaged sheet piles are to be carried out according to a design and construction method to be devised by the Tenderer.
  • Additional minor repair and refurbishment works, specified in outline by the Employer, are to be carried out above the waterline on the quay wall capping beam.

The Works are to be carried out under the Conditions of Contract for Plant and Design Build, First Edition 1999, as published by FIDIC.

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country.

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:

  • Tenderers shall be appropriately experienced, qualified and equipped to carry out works on maritime structures including underwater works. In demonstration of such capability, tenderers shall be required to submit details of three (3) maritime construction or repair contracts involving significant elements of underwater working, undertaken within the last five

(5) years.

  • The proposed works, by their nature, will entail the deployment of diving operatives. Tenderers will therefore be required to submit details, including contact details of suitable referees, of recent maritime dive-related operations carried out to the best international safety standards, and to nominate and furnish details of suitably accredited dive supervisors to be assigned to lead the works.
  • Since the exact method of effecting the required repair will be for the successful Contractor to devise, tenderers will be required to provide outline descriptions of the underwater repair design and site methods proposed to realise it.
  • Tender documents may be obtained from the office at the address below upon payment of a non-refundable fee of Euro or equivalent in a convertible currency to an amount of 100 Euros on the Bank account No. 401218116 Banka Kombetare Tregtare (BKT). Upon receipt of appropriate evidence of payment of the non- refundable fee, the Tender Documents will promptly be dispatched by courier; however, no liability can be accepted for their loss or late delivery. In addition, if requested, the documents can be dispatched electronically after presentation by the prospective tenderer of an appropriate evidence of payment of the non-refundable fee. In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.

C. Preparation of Tenders

Tenders must be delivered to the office at the address below on or before 11:00 hrs local time on 18 January 2016 at which time they will be opened in the presence of those tenderers’ representatives who choose to attend.
